Collaborative Academic Program Arrangements Policy

Section 1 - Purpose and Scope

(1) This Policy provides the strategic framework for establishing and managing collaborative academic arrangements. This Policy applies to all:

  1. undergraduate and postgraduate coursework programs and courses; and
  2. higher degree by research (HDR) programs.

Section 2 - Principles and Key Requirements

(2) The following principles guide the design of collaborative academic program arrangements:

  1. The University will collaborate with educational institutions that are consistent with or enhance the University’s reputation, or which are deemed to be of strategic importance to the University. Generally, such institutions are those that have a demonstrated record of academic credibility, particularly in the discipline on which the program is based.
  2. When UQ coursework offerings (wholly or any part) or research training is delivered through collaborative arrangements with another educational institution(s), whether in Australia or overseas, the University is accountable for the coursework offering(s), including for quality assurance and verifying compliance with the University’s obligations under relevant legislation and regulatory frameworks.

(3) Collaborative program arrangements will be aligned to the University’s values and:

  1. be consistent with the University's academic and/or strategic priorities,
  2. ensure academic and research integrity is maintained
  3. be underpinned by effective financial and administrative management procedures and subject to appropriate quality assurance and risk management processes,
  4. comply with the University’s policies and procedures relevant to the arrangement, and
  5. comply with relevant legislation and regulatory frameworks affecting the University, and the partner institution (if applicable).

(4) Collaborative academic arrangements with a partner institution external to UQ must be documented by an agreement in accordance with:

  1. Delegations Policy and associated procedures, and
  2. International Agreements Policy and Procedure where it involves an international partner.

Section 3 - Monitoring, Review and Assurance

  1. The Committee for Academic Programs Policy (CAPP) is responsible reviewing this Policy as required and monitoring University-wide compliance of UQ’s programs.
  2. The Higher Degree by Research Sub-Committee is responsible for monitoring university-wide compliance of UQ’s higher degree by research programs in conjunction with CAPP.

Definitions, Terms, Acronyms

Term Definition
Academic program Sequence of study leading to the award of a qualification such as an undergraduate degree or diploma, and/or postgraduate coursework qualification. In the case of a UQ program, the University remains accountable for the program (wholly or any part of) including for quality assurance and verifying compliance with the University’s obligations under relevant legislation and regulatory frameworks.
Collaborative Academic Program Arrangement An arrangement with an external partner institution involving the delivery a course or program (wholly or partly) and/or recognition of prior learning.
